Dr. Zagbayi Emerges PDP Candidate, as INEC Sets Date For Niger East Senatorial District Bye-election

The Independent National Electoral Commission (INEC) in Niger State, has announced that political parties, civil societies organisations and security agencies in the state have agreed that the commission should conduct the bye-election for Niger East senatorial district on Saturday, August 16, 2014.

Dr Shem Nuhu Zagbayi
The Resident Electoral Commissioner in the state, Dr Emmanuel Onucheyo, stated this on Friday, during a stakeholders meeting, where the commission proposed the date.

Onucheyo further explained that by law,  notice of the election would be made public not later than 14 days to the election, adding that the National Assembly informed the commission of  Senator Dahiru Awaisu Kuta’s death on July 17, 2014.

The Resident Electoral Commissioner said the tenure of the current Assembly expires in June, 2015, saying that “Section 76 of 1999 constitution mandates the commission to conduct bye election to fill this vacant seat, within one month, from date of formal notification”

It will be recalled that the late Senator Dahiru Awaisu Kuta, representing Niger East Senatorial District on the platform of the Peoples Democratic Party (PDP) died in Lagos on June 12, 2014 following a protracted illness after which his seat was declared vacant.

The immediate past deputy governor of Niger state and a governorship aspirant in the 2007 election, Dr Shem Nuhu Zagbayi emerged the consensus candidate for the ruling Peoples Democratic Party (PDP) following series of meetings between stakeholders from the North East senatorial zone to examine who among the several PDP loyalists eyeing the seat will deliver for the party, with prominent personalities such as former military president, Ibrahim Babangida, forming part of the caucus of elders who screened the aspirants.

Dr. Zagbayi is expected to battle against the only opposition party, the All Progressive Congress (APC) whose chieftain, Barrister David Umaru, had already declared his intention to vie for the exalted position.

Umar is a lawyer, who made his debut in Niger State political scene, when he contested in the governorship election in 2007 under the platform of the defunct (All Nigeria Peoples Party) ANPP, and lost to incumbent Governor Babangida Aliyu. He contested again against Aliyu in 2011 and lost.
